A series of resolutions, most recently updated in 2025, establish a requirement for private developers of new development or redevelopment projects in public buildings, schools, and churches, some development projects requesting special use permit, and the following zoning district classifications:
-Multiple Residence
-Office Building
-Retail Business
-Planned Industrial Park
-Planned Office Building
-Planned Restricted Business
-Planned General Business
-Planned Mixed-Use
The developer of the above projects must either pay one percent (1%) of the project costs to the City, or else provide public art of equal value as the fee.

Though not publicly available, Resolution No. 724 places a cap of five-hundred thousand dollars ($500,000.00) on the required contribution.
