Program Summary
The Code establishes that all new residential developments with one hundred (100) units and all commercial developments with a construction valuation of five hundred thousand dollars ($500,000.00) or more, and all remodeling of existing commercial buildings where the remodeling has a construction valuation of two hundred and fifty thousand dollars ($250,000.00) or more, are subject to a mandatory public art requirement. Developments using the Low-Income Housing Tax Credit through the State of South Carolina and senior citizen housing are exempt from this requirement.
Developers can satisfy the public art requirement by installing artwork on-site valued at one percent (1%) of the construction valuation cost, up to twenty thousand dollars ($20,000.00). Alternatively, developers may pay an in-lieu fee to the Goose Creek Art Fund in an amount equal to one percent (1%) of the construction valuation cost, up to twenty thousand dollars ($20,000.00). Developers may combine an on-site installation and a payment to the Fund to meet the public art requirement. If installing artwork on-site, developers are encouraged to mix small and large public art pieces, as defined in the Code.
