Percent for the Arts Program, Inglewood, California, Municipal Code, Chapter 11, Article 14 (2025).

The Code establishes that non-residential private projects with a valuation equal to or exceeding two hundred fifty thousand dollars ($250,000.00) are subject to a mandatory public art requirement. Projects may satisfy the requirement through:

• Installing an approved on-site public artwork;
• In-lieu fee payment; or
• Installing an artwork worth less than the required value and remainder of value paid as in-lieu fee.

The following projects are exempt from the requirements of the Percent for the Arts Program:

• Childcare centers.
• City of Inglewood Municipal Buildings
• Capital improvement projects.
• Residential dwelling units.
• Low and moderate-income housing projects and senior housing projects funded or assisted by the Redevelopment Agency or the Housing Authority.
• Nonprofit social service institution construction projects. (Registered 501(c)(3))
• Buildings which are designed and dedicated to performing arts spaces or museum uses (for as long as the performing arts or museum uses are maintained within the building).

The value of the artwork shall be one percent (1%) of the project valuation. Alternatively, developers may pay an in-lieu fee of one percent (1%) of the project valuation to the City of Inglewood Public Art Fund, established to finance public art projects and to place public artwork in the community, at the time the building permit is issued for the project by the Building and Safety Division.
